TAA Compliance for GSA Contracts

The Trade Agreements Act (TAA) is an Act of Congress, enacted July 26, 1979, that governs trade agreements between the United States and other countries under the Trade Act of 1974.

The TAA aims to foster the growth and maintenance of an open world trading system, and expand opportunities for the commerce of the United States in international trade.

Products that meet TAA compliance must be “manufactured or substantially transformed” in the United States or a TAA designated country. TAA compliance is a necessity for procurement of products under the General Services Administration (GSA) Schedule and other federal contracts.
